The Low Income Home Energy Assistance Program (LIHEAP) is the main federal program that helps low-income households and seniors with their utility bills, providing vital assistance during both the winter and summer. Low income individuals and families pay a high proportion of their household income for home energy and are often forced to make decisions between paying for energy, buying food or medicine. LIHEAP provides funding to low-income households especially elderly, disabled and families with young children because insufficient heating and cooling can cause health and safety issues.
The Urban League has received additional support for the LIHEAP program from the Missouri Family Support Division, Ameren, Spire, Heat Up St. Louis, Inc. and Cool Down St. Louis, Inc.
Who Is Eligible?
Requirements for energy assistance are based on income, family size and funding. You must provide photocopies of social security cards for everyone in the household, prior month’s proof of income, most recent gas and electric bills. Households should meet income guidelines based on household size. Caseworkers in Contracted Agencies provide information concerning requirements. The agency providing services for your area can be located on the Contracted Agencies link and by selecting the residential county on the map.

The Missouri Low Income Home Energy Assistance Program (LIHEAP) has two components: Energy Assistance/Regular Heating (EA) and Energy Crisis Intervention Program (ECIP). EA is designed to provide financial assistance to help pay heating bills for Missourians. EA is now available from October through September. Eligibility requirements for EA are based on income, household size, available resources, and responsibility for payment of home heating costs. Eligibility for EA may also qualify individuals for additional financial assistance through ECIP. Through LIHEAP, the Urban League is able to help more than 1 5,000 families in St. Louis City and Wellston.
